Philadelphia Wage Tax Refund Request Form for Employers

City Creates Online Portal to Submit Philadelphia Wage Tax Refund Request Form for Employers and Employees.

Due to the work from home requirement throughout most of 2020, Philadelphia Wage Tax refunds is a sought-after topic. Many employers, with offices located within the City of Philadelphia, required employees to work from home due to the coronavirus pandemic.

Now that tax season is upon us, employees, who were instructed to work from home, do not reside within the City of Philadelphia, and worked from a location that was not within the City limits, have questions regarding payment of the Philadelphia Wage Tax.

For Tax Year 2020 only: The Philadelphia Department of Revenue created a Philadelphia Wage Tax Refund Request form for an employer to submit on behalf of their non-resident employees.

New Employer-Requested Philadelphia Wage Tax Refund Form

With the increase in inquiries for Philadelphia Wage Tax refunds, the Philadelphia Department of Revenue created a form for an employer to request bulk refunds, for tax year 2020 only, on behalf of their non-resident employees. Prior to 2020, an individual employee was required to request a Philadelphia Wage Tax refund.

The form, which is only for use during tax year 2020, may be found here.

Employers must provide the following information for each employee:

  • First and last name
  • Social Security Number
  • Current mailing address (checks will be mailed directly to employees)
  • The highest gross compensation on the W-2
  • Philadelphia withholdings
  • Calculated refund amount
  • Start Date to Request Refunds

Beginning in February 2021, employers may upload their completed forms on the Department of Revenue webpage located at https://ework.phila.gov/revenue/.

The Department of Revenue recommends all requests and petitions for a Philadelphia Wage Tax Refund for Tax Year 2020, when possible, use the online portal option.

Employee Requested Refund Form – Online Petition

If an employer does not submit a bulk request on behalf of an employee, the employee may submit a request on their own, provided they meet the requirements for a Philadelphia Wage Tax refund. The City has created an online portal for employees to submit petition requests. Alternatively, employees may still request a refund using a paper form.
